About FSWP

The Federal Skilled Worker Program (FSWP) is one of the three core immigration programs under Canada’s Express Entry. The program is aimed at skilled workers from other countries with work experience and an intention to move to Canada to acquire permanent residence. 

In other words, the Federal Skilled Worker Program enables skilled workers from around the world to obtain permanent residence in Canada, based on their age, education, work experience, and language proficiency.

Eligibility Criteria

To qualify for the Federal Skilled Worker Program (FSWP), applicants must meet the following requirements:

1. Skilled Work Experience

  • Must have at least 1 year of continuous paid work experience (or an equivalent amount of part-time work).  
  • The work experience must have been gained within the last 10 years.  
  • The occupation must be in one of the following TEER categories: 0, 1, 2 or 3.  
  • Applicants must have been active in the primary duties of the occupation they are applying for within their NOC. 

2. Language Proficiency

Must meet a minimum of Canadian Language Benchmark (CLB) level 7 in all 4 language skills: Reading, Writing, Listening, Speaking.  

The results should be from an IRCC-approved language test (IELTS General Training, CELPIP, or TEF Canada).

3. Educational Qualifications

Must have a secondary or post-secondary credential obtained from Canada.

Have a foreign education credential with a current Educational Credential Assessment (ECA) report showing it is equivalent to Canadian standards. 

4. Minimum FSWP Selection Score

Applicants are required to get 67 marks or more in the FSWP selection grid.  Points are awarded based on:

  • Arranged Employment  
  • Adaptability 

5. Proof of Settlement Funds

Applicants must have sufficient funds to live and support their family members after they arrive in Canada. This requirement may be exempted for candidates who are employed in Canada with an approved work permit and have a job offer under IRCC regulations.

6. Admissibility Requirements

The applicant: 

  • Must pass criminal background and security checks.   
  • Must keep accurate, truthful records during the application process

7. Express Entry Profile

  • Eligible candidates must create an Express Entry profile.  
  • Candidates who get a competitive CRS score will be issued an Invitation to Apply (ITA) for Canadian Permanent Residence.

Application process

Submit your Permanent Residence Application and all supporting documents and applicable fees. 

Step 7: Complete Medical and Background Checks

Undergo an immigration medical examination and clear all criminality and security checks. 

Step 8: Receive a Decision 

If approved, you will receive your Confirmation of Permanent Residence (COPR) and can prepare to move to Canada as a permanent resident.

1. Is FSWP the same as Express Entry? 

The Federal Skilled Workers Program (FSWP) works on the Canada Express Entry framework. Applicants who meet all eligibility criteria can register on the Express Entry portal and join the candidate pool. 

On April 7, 2026, IRCC published its new processing times for economic immigration applications and citizenship applications. FSWP saw a slight improvement, to a mere six months from seven months previously, marking the first improvement since the beginning of 2025.
